3. Qualification requirements for bidders
Qualifications or performance that bidders should possess: Any legal person or other organization from the People's Republic of China or a country or region with normal trade relations with the People's Republic of China that meets the following conditions, in addition to meeting the requirements of qualified bidders in Section 2.2 of the "Instructions to Bidders" in Volume 1, Chapter 1 of the 2014 edition of the "International Competitive Bidding Document for Procurement of Mechanical and Electrical Products" prepared by the Department of Mechanical and Technological Industries of the Ministry of Commerce of the People's Republic of China, The following conditions should also be met: (1) Manufacturers can independently participate in bidding, and manufacturers within the customs territory must have a valid business license; Manufacturers outside the customs territory must be legally registered in the country where they are located. Provide the financial audit report for 2022 issued by an accounting firm or the financial statements (balance sheet, income statement) for any month from 2023 to the present, and affix the official seal; If the bidder is an overseas enterprise, they should provide corresponding proof materials. (7) They have a good record of paying taxes and social security funds in accordance with the law. (Provide proof of tax and social security payment records for any month from 2023 to present, with official seal affixed; if the bidder is an overseas enterprise, corresponding proof materials should be provided) (8) Possess the necessary equipment and professional technical capabilities to perform the contract.
